Sir,
Delay in Payment of Pension.
C. O. REGY
With reference to your letter of the 9th. instant I am still without the communication referred to therein. I earnestly beg you will let me have an interim payment at once as the protraction is causing me acute distress.
As the particulars of my service do not appear to have, so far, been transmitted from Hongkong perhaps I could assist by giving them in outline:-
Pensionable Service under Hongkong:
Salary on latter date:
Extracts from P.0.Secretary's
minute of 4 Becr. 19 :-
10 August 1900 to 17 Nov, 1916 £345 per annum
"The Treasury have felt able to
regard you as having served continuously in two public offices etc."
"For Pension purposes you will be regarded as in the Hongkong Service until 17th.November 1916."
On
There are two periods of half-pay aggregating about 15 or 16 months. the other hand there are periods aggregating 2 to 3 years as Acting Postmaster.
There is no abnormal sick leave.
Assumably my case comes under the "720 th.plus 5 years" rule in force during my term of office. Thus it would appear there is ample margin for the interim payment requested of the (almost) six months arrears.
The following is an extract from Post Office papers 241690 / 18 :- "With regard to Mr. Kaye's further representation it would appear that he accepted the Sterling Salary Scheme to obtain a higher maximum salary on which his Hongkong pension would be calculated. He did in fact attain that maximum, and on his final retirement, his pension in respect of his Hongkong Service will be calculated on that amount."(viz.£ 345 p.a.)"
I could probably furnish any other particulars necessary and I have a good deal of documentary support if required.
I am, Sir,
Your obedient Servant,
Ciusd. 19
The Under Secretary of State,
Colonial Office,
S. W.
